Testing cosmetics on animals
Cosmetic animal testing is a type of animal testing used to test the safety and hypoallergenic properties of products for use by humans. Because of the harm done to the animal subjects, this testing is opposed by animal rights activists and others. Doing the actual cosmetic animal testing is banned in the European Union, India, Israel, and Norway though the products that have been tested on animals are still allowed to be shipped in.

Places where prohibitions are considered
In March 2014, the Humane Cosmetics Act was introduced to the U.S. congress which would ban cosmetic testing on animals and eventually would ban the sale of cosmetics tested on animals. In Australia, the End Cruel Cosmetics Bill will be introduced to Parliament in March 2014, which would ban local testing, which generally doesn't happen there, and importation of cosmetics tested on animals. Brazil's legislation will vote on a nationwide animal testing for cosmetics ban by the end of March 2014. South Korea are also potentially "making strides toward ending cosmetics testing on animals"

Importance of Animal Testing Alternatives
Animal testing is important to the many individuals who support its use for advancing medicine and protecting humans from product harm. These same supporters also firmly believe in the use of the key animal testing alternatives, which help to ensure testing is done as humanely, safely and effectively as possible. It also encourages the development of other testing approaches. One day, an equivalent approach may exist to completely replace animal testing all together but currently, the three R's of animal testing are the best options available. Those who are against animal testing may still feel that refinement, reduction and replacement techniques are simply not acceptable and that all animal testing must be banned. Such individuals may cite these methods as 'not good enough' and that they are still doing little for animal welfare overall. For now, however, the use of these techniques is legal and encouraged for all researchers and others who utilize animal testing practices.

Definition
Using animal testing in the development of cosmetics may involve testing either a finished product or the individual ingredients of a finished product on animals, often rabbits, but also mice, rats, and other animals. In some cases, the products or ingredients are applied to the mucous membranes of the animal, including eyes, nose, and mouth, to determine whether they cause allergic or other reactions.

"Ask the experimenters why they experiment on animals, and the answer is: 'Because the animals are like us.' Ask the experimenters why it is morally okay to experiment on animals, and the answer is: 'Because the animals are not like us.' Animal experimentation rests on a logical contradiction."
